The (CEM) Community Empowerment Model is a model utilizing existing systems and infrastructures to develop a comprehensive approach to addressing social issues. Traditional models often start with the formation of a coalition, without consideration for existing groups, coalitions and collaboratives often creating competition resulting in duplication of services and wasted effort.
